When you become a customer of the Portland Water District, you agree to certain responsibilities, like paying your bill and taking care of your water meter. You also have several rights as a Portland Water District customer including proper disconnection notice if you do not pay a bill and the right to file a complaint with the Public Utilities Commission.

Effective May 1, Portland Water District will be changing their delinquent billing collection process thresholds. Customers who are billed for both water and sewer services will enter into the delinquent collection process when their debt exceeds $100 and is greater than 50 days delinquent. Water service only customers will have no change and continue with the existing threshold of over $100.
