South Portland and Scarborough, Maine
 

Sealed bids for the construction of Mussey Rd./Postal Service Way Water Main Sliplining in Scarborough and South Portland will be received by the Portland Water District, 225 Douglass Street, Portland, Maine until 10:00 a.m. local time, January 30, 2018. The work shall consist of, but is not necessarily limited to, the following:

Install approximately 2,040 ft. of 10” HDPE water main and appurtenances in Mussey Rd. and Postal Service Way by sliplining methods.

The Contract Documents may be examined at the following locations:

Electronic copies of contract documents may be obtained in person at the administrative offices of the Portland Water District, 225 Douglass Street, Portland, ME 04104-3553.  Plans and specifications will be provided in PDF form on a CD to prospective bidders.  (Paper copies are not available.)  There is no fee for the CD.  Requests for documents should be directed to the attention of the Asset Management & Planning Department.

Each proposal must be accompanied by Proposal Guaranty in form of certified check or bid bond in amount of five percent (5%) of the total amount of the bid.  A performance bond in an amount equal to one hundred percent (100%) of the contract price, and labor and material payment bonds in like amount will be required prior to execution of the Agreement.

Bidder must comply with all rules and regulations associated with street opening ordinances. Portland Water District will obtain all street opening permits. Bidder is to assume that no obstructions exist within the existing water main.

Bidder agrees to substantially complete the work on or before May 15, 2018 and achieve final completion on or before June 1, 2018.  If substantial completion of work is not achieved by the date specified, the Bidder further agrees to pay as liquidated damages, the sum of $500.00 for each consecutive calendar day until substantial completion is achieved.

The Bidder is responsible for determining if there are Addenda to the Project by viewing the PWD project website located at https://www.pwd.org/construction-bids.  The bidder is responsible for incorporating addenda into their Bid and referencing the number and date on Article 3 – Bidder’s Representations of the Bid form.  The Portland Water District will not post Bid Addenda any later than 2 days prior to the bid opening without individually notifying all plan holders.

No bids may be withdrawn within sixty (60) days after date of opening thereof.  Right is reserved to refuse or reject any or all bids or to waive any informality in proposals received and to award work at discretion of the General Manager acting in the best interests of the Portland Water District.
