Water Main Replacements
Contracts A, B, and C
South Portland, Maine

Sealed bids for the construction of Water Main Replacements in Ashley Street and Burwell Street (Contract A); E Street (Contract B); and Mount Vernon Street (Contract C), South Portland to be received by the Portland Water District, 225 Douglass Street, Portland, Maine until 2:00 p.m., local time, February 27, 2020.  The work shall consist of, but is not necessarily limited to, the following:

1. Replace existing water main and appurtenances in Ashley Street (250’ – 4” DI) and Burwell Street (960’ – 8” DI) (Contract A), E Street (380’ – 8” & 12” DI) (Contract B); and Mount Vernon Street (305’ –4” DI) (Contract C).
2. Furnish and maintain temporary water systems where indicated on the drawings.

Electronic copies of contract documents may be obtained upon request, contact Patrick Fitzgerald, Purchasing Agent, 207-774-5961 ext. 1007, pfitzgerald@pwd.org to obtain information regarding access to the files.  (Paper copies re not available.) 

Each proposal must be accompanied by Proposal Guaranty in form of certified check or bid bond in amount of five percent (5%) of the total amount of the bid.  A performance bond in an amount equal to one hundred percent (100%) of the contract price, and labor and material payment bonds in like amount will be required prior to execution of the Agreement.

Bidder must have a South Portland excavator’s license, obtain City excavation permits and comply with all rules and regulations associated with the municipal street opening ordinances.  Street opening permit fees will be paid by the Contractor.

Bidder agrees to commence work on or after the date specified in the Notice to Proceed and to achieve final completion within the number of days specified.  If final completion of work is not achieved by the date specified, the Bidder further agrees to pay as liquidated damages, the sum of $500.00 for each consecutive calendar day until final completion is achieved.

The Bidder is responsible for determining if there are Addenda to the Project by viewing the P.W.D. project website located at www.pwd.org/construction-bids.  The bidder is responsible for incorporating addenda into their Bid and referencing the number and date on Article 3 – Bidder’s Representations of the Bid form.  The Portland Water District will not post Bid Addenda any later than 2 days prior to the bid opening without individually notifying all plan holders.

No bids may be withdrawn within sixty (60) days after date of opening thereof.  Right is reserved to refuse or reject any or all bids or to waive any informality in proposals received and to award work at discretion of the General Manager acting in the best interests of the Portland Water District.

Sealed bids for the construction of Water Main Replacements in Highland Avenue, South Portland to be received by the Portland Water District, 225 Douglass Street, Portland, Maine until 10:00 a.m., local time, February 27, 2020.  The work shall consist of, but is not necessarily limited to, the following:

Replace approximately 1,900 feet of existing water main and appurtenances in Highland Avenue.
2. Furnish and maintain temporary water systems where indicated on the drawings.
