Portland, Maine — The Portland Water District (PWD) is proud to announce the promotion of Charlene Poulin to Director of Wastewater Operations. With over two decades of operational experience and environmental stewardship, Charlene brings a strong foundation in system operations, asset management, and environmental compliance to her new senior leadership role. Charlene began her career at PWD in 2003 as a Wastewater Operations Foreperson and was promoted in 2010 to Chief Operator of Wastewater Systems, where she led a team responsible for 130 miles of sewer lines, 76 pump stations, and Combined Sewer Overflow (CSO) structures—managing a $3.2 million budget.

Before joining PWD, she worked as a data analyst for ADS Environmental Services. She holds a bachelor’s degree in Environmental Science from Purdue University and multiple professional licenses, including Grade 4 Collections, Grade 1 Laboratory, and Grade 1 Treatment. She is also PACP (Pipeline Assessment Certification Program) certified, supporting data-driven decisions to improve pipeline reliability and performance.

In addition to her role at PWD, Charlene actively contributes to the water industry and community. She serves as Chair of the Board for the Casco Bay Estuary Partnership and as Personnel Advancement Chair for the Maine Water Environment Association.

Charlene is particularly enthusiastic about the future of the Windham Wastewater Treatment Facility and remains dedicated to advancing PWD’s mission to protect public health and the environment.
