Purpose/Customer Impact:  Under direction, performs a variety of complex and advanced professional level engineering work involving both office and field activities; and performs related work as required.

Reporting Relationships:     Reports to:  Senior Project Engineer     Direct Reports:  Assigned technical staff

Interrelationships: Daily contact with Portland Water District’s (PWD)’s engineering and operating staff, municipal and state officials, customers, developers, designers, Contractors and suppliers. Provide field technical services, as required. Participate on design and special project teams, when necessary.

Independent Action: Assumes operational oversight and supervisory responsibility generally on a project level. Performs full range of engineering duties, and supports employee management/development. Utilizes initiative and independence within established policies, procedures, regulations and guidelines. Supports the strategic business planning process and implementation.

Job Duties:

  • Directs and participates in planning, design and inspection of all phases of complex engineering utility projects, including:
    • Water/wastewater infrastructure evaluation,
    • Project initiation, funding and cost estimation,
    • Development and review of design documents,
    • Development of required permitting,
    • Resource coordination to address necessary review and oversight,
    • Contractor coordination and construction administration,
    • Project closeout, reconciliation and documentation.
  • Directs project consultants, inspectors and other to achieve predetermined project goals.
  • Provides work direction to staff assigned to project teams. Provides performance evaluation input for assigned employees. Provides training mentoring and work direction for technical staff and temporary employees.
  • Plans, develops, utilizes and promotes PWD’s Asset Information Management system to enhance technology and improve work processes.
  • Coordinates and plans infrastructure development with appropriate municipal and regional agency staff.
  •   Represents PWD in public meetings, as a liaison between public entities and between internal and external construction teams.
  •   Keeps current with principles, practices and developments in assigned work areas.
  •   Performs other duties as assigned.

Physical Requirements: Sitting, standing, walking, bending, twisting, grasping, reaching, visual accuracy, clear verbal and written communication, lifting (maximum 25 lbs.), telephone usage, computer and other electronic device usage, and driving.

Minimum Requirements: An individual must be able to perform Essential Job Duties satisfactorily. Reasonable accommodations may be made to enable individuals with disabilities to perform essential functions.

  • Possess a Bachelor of Science degree from an accredited college or university in an engineering discipline such as: Civil, Environmental, Mechanical, Electrical, Chemical or Instrumentation. Master’s Degree in Engineering, Business or related field preferred.
  • Possession of, or ability to obtain within one (1) year of hire date, registration as a Professional Engineer in the State of Maine.
  • Possess or obtain within two (2) years of hire a Class II Maine Water Operators License.
  • Possess a minimum of five (5) years of professional experience applicable to water/wastewater utility design including construction and/or consulting preferred. Minimum two (2) years’ experience in Asset Management preferred.
  • Demonstrated success as project lead for complex engineering projects. Includes competency in:
    • Methods, materials, and techniques used in the evaluation and construction of water/wastewater infrastructure. Includes engineering design computations, preparation and review of engineering plans and studies.
    • Advanced principles and practices of capital improvement program budgeting, cost estimation, funding, project management and contract administration.
    • Advanced design, review, bidding, and construction practices for water/wastewater infrastructure.
    • Applicable Federal, State, and local laws, codes and regulations.
    • Practices of researching engineering and design issues, evaluating alternatives, making sound recommendations, preparing and presenting effective memoranda, correspondence, and reports.
  • Competent with modern office practices and technology, including personal computer hardware and software applications related to the work such as CAD, GIS, SCADA, asset management databases, hydraulic modeling, MS Office and office productivity software.
  • Demonstrated competency in the following areas: customer service, communication, initiative and organization of work, multi-tasking, safety management, teamwork, technical skills/job knowledge.
  • Ability to lead and participate as a member of a project team.
  • Demonstrated effectiveness working with the public, vendors, contractors, and staff.
  • Possess and maintain a valid State of Maine Driver’s License, with a satisfactory driving record.
