Purpose/Customer Impact: Under general supervision, performs a variety of routine professional level engineering work involving both office and field activities and performs other related work as required.
Reporting Relationships: Reports to: Senior Project Engineer Indirect Reports: Assigned technical staff
Interrelationships: Regular contact with the District’s engineering and operating staff, municipal and state officials, customers, developers, designers, Contractors and suppliers. Provide field technical services, as required. Participate on design and special project teams, when necessary.
Independent Action: Performs wide range of engineering duties, and supports employee management/development. Utilizes initiative and independence within established policies, procedures, regulations and guidelines. Supports the strategic business planning process and implementation.
- Develops, utilizes and promotes the Districts Asset Information Management system to enhance technology and improve work processes.
- Coordinates and plans infrastructure development with appropriate municipal and regional agency staff.
- Works with project consultants, inspectors and other to achieve predetermined project goals.
- Participates in planning, design and inspection of all phases of engineering utility projects, including:
- Water/wastewater infrastructure evaluation
- Project initiation, funding and cost estimation
- Development and review of design documents
- Development of required permitting
- Resource coordination to address necessary review and oversight
- Contractor coordination and construction administration
- Project closeout, reconciliation and documentation.
- Represents the District in public meetings, as a liaison between public entities and between internal and external construction teams.
- Provides training mentoring and work direction for technical staff and temporary employees.
- Keeps current with principles, practices and developments in assigned work areas.
- Performs other duties as assigned.
Essential Job Functions: Sitting, standing, walking, bending, twisting, grasping, reaching, visual accuracy, clear verbal and written communication, lifting (max 25 lbs.), telephone usage, computer and other electronic device usage, and driving.

- Possess a Bachelor of Science degree from an accredited college or university in an engineering discipline such as: Civil, Environmental, Mechanical, Electrical, Chemical or Instrumentation.
- Two years of professional experience applicable to water/wastewater utility design including construction and/or consulting preferred. Prefer two years’ experience in Asset Management.
- Possession of, or ability to obtain within one (1) year of hire date, registration as an Engineer-Intern in the State of Maine.
- Possess or obtain within two years of hire a Class II Maine Water Operators License.
- Possess a valid State of Maine Driver’s License, with a satisfactory driving record.
- Demonstrated competency in the following areas: customer service, communication, initiative and organization of work, multi-tasking, safety management, teamwork, technical skills/job knowledge.
- Demonstrated knowledge of the engineering process. Includes knowledge of:
- Methods, materials, and techniques used in the evaluation and construction of water/wastewater infrastructure. Includes engineering design computations, preparation and review of engineering plans and studies.
- Design, review, bidding, and construction practices for water/wastewater infrastructure.
- Awareness of applicable Federal, State, and local laws, codes and regulations.
- Practices of researching engineering and design issues, evaluating alternatives, making sound recommendations, preparing and presenting effective memoranda, correspondence, and reports.
- Demonstrated effectiveness working with the public, vendors, contractors, and staff.
- Competent with modern office practices and technology, including personal computer hardware and software applications related to the work such as CAD, GIS, SCADA, asset management databases, hydraulic modeling, MS Office and office productivity software.
