Ronald Miller has been the general manager of the Portland
Water District since 1997. Prior to becoming general manager, Miller
was treasurer and director of administration.
During Miller’s tenure at the Portland Water District, operating
costs have been reduced and water rates have been slashed twice.
Before joining the Portland Water District, Miller worked as a
government finance consultant and chief budget officer for the city of Indianapolis.
For 15 years, he taught public administration at Indiana University
where he also directed the Financial Management Assistance
Programs for the University's School of Public Affairs.
Miller began his career as town manager for Rangeley and later
for Newport. He has a master's degree in public administration and a
bachelor's degree in public management from the University of Maine.
James West has been the executive director of operations
at the Portland Water District since 2001. West has over 25 years
of water and wastewater utility experience and was most recently director
of water services at the Portland Water District. He began his career
as an engineering technician at the Portland Water District. West
has been instrumental in several improvements, modernizations, and
upgrades at the District, including the construction of the ozone
treatment plant.
As executive director of operations, West oversees the water and wastewater
treatment plants, distribution system, laboratory, and watershed protection.
West attended the University of Maine
in Orono and has a degree in structural engineering and architectural
design from Central Maine Technical College. Mr. West holds a class
four water operator license and is pursuing an industrial technology
degree from USM.
Christopher
E. Crovo Executive Director of Asset Management and Planning
Christopher Crovo came to the Portland Water District as director
of operations in 1998. In 2001, the position of operations director
was split, and Crovo became the executive director of asset management
and planning. In this new role, Crovo focuses on managing the District’s
$232 million in assets and capital improvement projects.
Before joining the District, Mr. Crovo worked for the city of Lewiston's
Public Works Department. He held the position of superintendent of
water and sewer for 10 years after being promoted from chief engineer
(3 years). Prior to that he worked for the James W. Sewall Company
and the U.S. Geological Survey.
In 1982, Crovo received degrees
in both natural resources management and civil engineering from
the University of Maine, Orono. Also,
Mr. Crovo holds a class four water operator license.
